Luohu's public property reform recognized as a model grassroots initiative


Luohu has successfully advanced its state-owned public property reform initiative, earning recognition as one of Guangdong province’s exemplary grassroots reform cases. The selection was part of a case collection campaign that identified 65 outstanding grassroots reform and innovation initiatives across various sectors, including economic development, technological innovation, rural affairs, culture, social governance, public welfare, ecological conservation, and party-building.
Faced with challenges such as inadequate overall planning for state-owned public properties, low space utilization rates, suboptimal resident experiences, and financial pressures, Luohu pioneered a "systematic integration" approach to optimize the use of public property resources. In 2024, the district introduced an implementation plan aimed at ensuring the intensive, economical, and efficient utilization of state-owned public properties. This plan outlined 10 specific reform measures designed to maximize resource allocation efficiency, improve property management, and enhance public service accessibility.
Building on this initial success, Luohu launched the 2.0 version of its public property reform in 2025, further expanding its scope with 19 targeted measures. The upgraded initiative emphasizes resource integration, socialized operations, space exchanges, and the optimized utilization of state-owned capital. These efforts aim to address imbalances in public space distribution, enhance the overall value of state-owned assets, and provide a more diverse, equitable and efficient range of public services. By implementing these measures, Luohu seeks to achieve optimal resource integration, maximize utilization efficiency, and create a seamless and well-coordinated public service system, reinforcing its position as a leader in grassroots reform and innovation.
