Luohu unveils new policies to boost internet industry growth


On Friday, Shenzhen's Luohu district introduced a series of policies to promote high-quality development in the internet industry and unveiled the Luohu Internet Industry Alliance to strengthen industry collaboration.
In recent years, Luohu has actively developed industry-friendly policies, particularly in artificial intelligence. The Qingshuihe AI Hub, one of Shenzhen's ten major AI clusters, has become a key driver of the district’s internet industry growth. With software and AI at the core of its digital economy strategy, Luohu's software and information services sector has been the leading strategic industry for the past three years, reaching an added value of 41.87 billion yuan in 2024. The Luohu Investment Holding Software Park has been recognized as a city-level specialized industrial park, while Qingshuihe has been designated as one of Shenzhen's top AI clusters.
The district is fostering AI development through both technological innovation and real-world applications. It has attracted companies specializing in smart voice recognition, image processing, and AI-driven solutions while also integrating AI into urban management, healthcare, and smart commerce.
To further support the software and AI industries, Luohu plans to introduce new measures, including incentives for AI model innovation, subsidies for computing power usage, and policies to enhance data resource allocation. It is also investing in the development of flagship AI industrial parks, offering rent subsidies to attract businesses, and encouraging collaboration across the industry chain.
Additionally, Luohu aims to expand AI applications in government services and more than 20 public sectors, deepen AI integration with finance, commerce, and logistics, and launch an international expansion program with financial incentives and a streamlined process for attracting global talent.
With these initiatives, Luohu is strengthening its position as a leading hub for AI and digital economy development in the Greater Bay Area.
