Luohu's Qingshuihe area is forging a new digital-intelligent ecosystem that fosters business growth and innovation, and hosting a salon dedicated to AI-powered business innovation recently.
At the Sixth Session of the Eighth Luohu District People’s Congress on Tuesday, the district’s government work report highlighted its commitment to expanding emerging industries. A key focus is on artificial intelligence (AI), seen as a crucial driver for upgrading industries and boosting urban development.
Recognizing the growing interest in AI among small and medium-sized enterprises (SMEs), Qingshuihe district has taken proactive steps to address their challenges in adopting AI solutions.
Since last year, local officials observed that many SMEs were eager to integrate AI into their operations but lacked the necessary resources and guidance. In response, the district launched targeted initiatives, including a free “AI Night School” that offers hands-on training on popular AI tools such as DeepSeek and Doubao. The courses cover a range of practical applications, from automated document generation and marketing content analysis to Excel automation and AI-driven sales strategies.
Additionally, customized training sessions have been introduced to help businesses and employees upskill at no cost, accelerating their digital transformation.
In February, Qingshuihe hosted Luohu's first-ever DeepSeek AI training session, drawing nearly 100 industry representatives and corporate professionals. The success of this initiative has sparked widespread enthusiasm, with AI-powered courses on creating presentations, drafting reports, and designing visuals becoming highly sought-after among local businesses. These programs are quickly establishing themselves as a gateway for companies looking to embrace digital transformation.
Qingshuihe's ambitions in AI development align with its broader goal of becoming a hub for digital and headquarters economies. Since being designated as a key development zone in 2014, the area has steadily grown into one of Shenzhen's top AI and technology innovation clusters. In 2024, it was recognized among the city's “Top 10 AI Clusters” and “Innovation Hubs,” and it has partnered with Beijing Institute of Technology to establish a digital economy innovation base.
Looking ahead, Luohu is accelerating its investment in strategic emerging industries, with AI and life sciences designated as priority sectors for development in 2025. To support this vision, the district is revising and introducing industry and talent policies while actively attracting high-quality projects.
Qingshuihe is playing a key role in this effort by establishing the “Qingqi Enterprise Services” brand, implementing a leadership outreach system that ensures personalized support for businesses, and providing concierge-style services to facilitate corporate growth.
To further drive AI adoption, Qingshuihe helps enterprises identify application scenarios and expand their market reach. The district also actively supports local businesses in hosting industry events, fosters collaboration between companies and academic institutions, and strengthens connections along the industrial value chain. By focusing on AI, life sciences, and next-generation research infrastructure, Qingshuihe is positioning itself at the forefront of Shenzhen's innovation landscape.
