Luohu aims for an annual GDP growth of 5.5% in 2025, as announced at the Sixth Session of the Eighth People's Congress of Luohu District on Tuesday. District Mayor Zuo Jinping delivered the government work report, highlighting the achievements of 2024 and outlining key priorities for 2025.

In 2024, Luohu focused on stabilizing growth and promoting development, achieving steady economic progress while actively supporting businesses.

Industrial structure continued to improve, with modern services upgrading, the financial sector strengthening, and digital renminbi payment achieving full coverage in key locations. Professional services experienced concentrated growth, while consumer services diversified, earning Luohu recognition as a "China Model Pet-Friendly District."

Commercial consumption saw a strong rebound, with five major shopping streets under high-standard development. Emerging industries gained momentum, marking a breakthrough with the district’s first key "little giant" enterprises.

Last year also saw the commencement of China's largest environmental restoration project at the Yulong Landfill, covering an area of over one million square meters. Key urban spaces such as Yunqi Tower and Chengmai Center were completed and put into use, while four new urban renewal projects were launched, unlocking 300,000 square meters of industrial space.

In terms of deepening cooperation with Hong Kong, Luohu’s three major ports handled over 90 million crossings, accounting for 47% of the city's total. The Luohu Port Shenzhen-Hong Kong Integrated Commercial Street began operations, making "cross-border consumption" a vibrant new feature of deepening ties between the two cities.

Looking ahead, Luohu aims to set a new benchmark for high-quality development through ten key action plans. These plans focus on industrial upgrading, spatial optimization, fostering new economic models, strengthening innovation ecosystems, enhancing investment promotion, supporting enterprise growth, boosting consumption and investment, improving urban quality, advancing public well-being, and enhancing government efficiency. 

Efforts will focus on strengthening traditional industries, refining distinctive sectors, and accelerating the growth of emerging industries. The district will further upgrade its hallmark industries, including gold and jewelry, tourism, and medical aesthetics, aiming to establish itself as a world-renowned "City of Gold and Jewelry" by attracting global top 100 jewelry enterprises and launching a digital transformation innovation center for the industry.

Meanwhile, resources will be concentrated on expanding the artificial intelligence and life sciences sectors, while also positioning Luohu for leadership in low-altitude aviation and aerospace, as well as cell and gene industries. Continued efforts will be made in new materials and new energy, with the goal of doubling the number of innovation hubs, emerging enterprises, and industrial added value within two years, while doubling total industry revenue and its GDP share within three years.

A collaborative innovation ecosystem will be cultivated, integrating high-quality spaces, research platforms, financial policies, digital resources, and top-tier talent to provide strong support for sustainable development.

Investment promotion remains a top priority, regarded as the key driver of high-quality growth. Luohu will leverage its resources to extend the industrial value chain and attract major enterprises. The district will focus on securing industry-leading corporations to anchor industrial clusters while ensuring that at least 50% of newly introduced businesses belong to emerging sectors. Additionally, efforts will be intensified to attract foreign investment, expanding Luohu's global business network through overseas engagement. By refining its investment strategies, Luohu will enhance capital-driven, chain-driven, and scenario-based investment models.

To support businesses, Luohu will build a comprehensive, full-cycle enterprise service system that is proactive and responsive. Business support initiatives will be strengthened to streamline administrative processes, improve service efficiency, and enhance the government’s ability to meet corporate needs.

On the consumption front, Luohu will boost economic vitality by increasing foot traffic, commercial activity, and vibrant street life. The district will expand domestic demand, stabilize foreign trade, and unlock new growth potential, positioning itself as a core international consumption hub and a high-level trade gateway.

Luohu will also strengthen cross-border consumption advantages by adding at least 15 new tax-free stores and ensuring a seamless, hassle-free shopping experience for international visitors. The district aims to set new trends in consumption by promoting the integration of culture, commerce, and tourism, hosting over 100 promotional events throughout the year, and fostering the development of immersive digital experiences, low-altitude sightseeing, and robotics performances. Additionally, efforts will be made to optimize foreign trade, support key enterprises in expanding global markets, and integrate industrial and trade development.

In terms of public well-being, Luohu will enhance urban aesthetics and livability through meticulous planning and development. The district will complete 10 refined urban renewal projects. A strong emphasis will be placed on social welfare, with over 2,600 new affordable housing units constructed and 1,200 supplied to residents. 

Employment services will be enhanced, with community job centers established and over 60,000 job opportunities made available through online and offline recruitment events. In elderly and childcare services, the district will integrate medical and elderly care, develop community-based senior care programs, and improve public childcare facilities to support early childhood education.

With these initiatives, Luohu is set to transform its ambitious goals into tangible progress, ensuring that high-quality development leads to a more prosperous and livable district for all.
