Shenzhen Disruptive Technology Innovation Center launched to drive tech breakthroughs


On February 28, the Shenzhen Disruptive Technology Innovation Center was launched in Luohu, along with the inauguration of the 2025 National Disruptive Technology Innovation Competition for the Intelligent Robotics Industry. The event brought together over 200 representatives from universities, research institutions, listed companies, industry associations, and financial organizations, marking a new milestone in Shenzhen's technological innovation.
Building a Hub for Disruptive Technologies
The Shenzhen Disruptive Technology Innovation Center (Shenzhen Center) is a joint initiative by the Luohu District Government, the Beijing-Tianjin-Hebei National Technology Innovation Center, and Shenzhen Guarantee Group Co., Ltd. Designed to foster high-impact, breakthrough technologies, the center will leverage national and municipal resources to accelerate the transformation of cutting-edge research into real-world applications.
Located in the Yunqi International Science and Finance Center, the Shenzhen Center will provide targeted support for innovative enterprises aligned with Luohu's industrial strategy. In collaboration with the newly established Beijing-Tianjin-Hebei National Technology Innovation Center Shenzhen Research Center, the center will create a working model to identify, nurture, and commercialize disruptive technologies, driving industrial upgrades and high-quality development.
Luohu’s Comprehensive Support for Tech Innovation
To fast-track technological advancements, Luohu District has introduced a five-pronged support system covering policy incentives, talent programs, application scenarios, financial backing, and workspace solutions.
AI and life sciences enterprises will receive milestone-based R&D funding, along with computing resources. The "Elite Talent" initiative offers housing, healthcare, and education support for top scientists and entrepreneurs. Short-term rent-free apartments will also be available for startup founders.
Luohu will serve as a testbed for innovative technologies, with dedicated funds supporting over 20 new products annually and unlocking more than 100 real-world application opportunities.
Luohu has launched a 50-billion-yuan ($7 billion) “Shenzhen Disruptive Technology Fund” and “Disruptive Technology Loan” program. The fund’s first phase, valued at 2 billion yuan ($280 million), will focus on key national disruptive technology projects in sectors such as semiconductors, AI, scientific instruments, life sciences, energy, and advanced manufacturing. The loan program offers up to 40 billion yuan ($5.6 billion) in credit, with single-company loans reaching 1 billion yuan ($140 million).
Startups joining the Shenzhen Center can enjoy up to 300 square meters of rent-free office space for two years, while high-growth companies can access accelerator programs with rental discounts.
Intelligent Robotics Competition to Drive Industry Growth
A key highlight of the event was the launch of the 2025 National Disruptive Technology Innovation Competition – Intelligent Robotics Industry Track. The competition will focus on breakthrough advancements in robotic perception, decision-making, and execution, as well as applications in industrial, medical, and service sectors. Winning teams will gain direct entry into the national finals, with the potential for national funding and strategic support to accelerate commercialization and industry adoption.
