Luohu enhances government transparency for public and business services
According to the China Government Transparency Index Report (2023), Luohu District ranked seventh nationwide among county-level governments, marking a rise from last year and maintaining its top ten status for five consecutive years.
Luohu's success is attributed to its commitment to people-centered governance, focusing on practical needs of businesses and residents. The district continues to innovate its government transparency initiatives, combining engaging activities, diverse policy interpretations, and a user-friendly online platform to offer more precise, accessible services.
Recently, the Luohu-Hong Kong Cultural Month in Liantang featured a government open day, blending elements of Hong Kong music, film, and celebrities with local cultural experiences. The event also included interactive displays showcasing various public services, where Liantang Street representatives introduced essential government services and even offered refreshments to highlight the district's care and warmth.
Beyond cultural activities, Luohu's government open days cover a wide range of topics, from environmental initiatives like waste sorting games to community welfare programs. Notably, the "Legal Luohu Journey" recently invited 30 Hong Kong students to participate in a legal exchange program. The students donned judicial robes, simulated court trials, and experienced mainland China's intelligent judicial systems, gaining insights into the efficiency and fairness of the legal process.
Luohu also extended its services to businesses. On July 8, the district's Service and Data Management Bureau visited local commercial areas, introducing companies to innovative services such as on-site visits, video consultations, and online platforms. Over the past two years, Luohu has held more than 160 open day events, bringing government services closer to the public and businesses.
A prime example of Luohu's open government initiative is its "One-Stop Service for Hong Kong Jewelry Stores" feature on the district's website. This service consolidates information on industry regulations, business registration, and other procedures, streamlining the process for businesses to operate smoothly.
As one of China's first districts to pilot government transparency, Luohu has developed a series of replicable practices. By integrating data from the government's website and business platforms, the district launched a policy document library, offering easy access to around 25,000 policy files from various levels of government. Additionally, Luohu has introduced “Policy Calculators” to deliver targeted information to businesses and residents, ensuring that benefits are accessible to all.
With the launch of a redesigned government website, Luohu continues to enhance the transparency of its services. The new site features a sleek design, using multimedia elements, interactive browsing, and simplified layouts to create an immersive, user-friendly platform where residents can easily access information, participate in public services, and monitor government activities.
Looking ahead, Luohu plans to further improve its digital governance platforms, making government services more transparent, timely, and user-friendly. These efforts aim to increase public satisfaction and ensure a stronger connection between the government and the community.
