Shenzhen aims to build five world-class commercial hubs
Shenzhen will establish five world-class commercial districts over the next 10 years, including Luohu, according to a 2025-2035 plan released by the city’s commerce bureau.
The plan outlines a strategy to create a four-tiered commercial structure, enhancing the city’s role as an international consumption hub. This includes the creation of five world-class commercial districts, six national-level ones, 42 regional-level ones, and an extensive network of community-level convenience outlets.
Shenzhen's retail sector has seen rapid growth, with total retail sales exceeding 1 trillion yuan in both 2023 and 2024. By 2030, the city aims to reach 1.7 trillion yuan (US$ 234.6 billion), with a long-term target of 2.5 trillion yuan by 2035.
The plan prioritizes large-scale commercial clusters focused on technology, fashion, culture, and tourism. Futian’s central business district continues to expand, with key projects such as Xiangmihu New Financial Center driving growth. Meanwhile, Luohu is transforming its core business area into a diverse retail destination, integrating international, cultural, and specialized shopping experiences.
Beyond Futian and Luohu, Shenzhen is also laying the groundwork for additional world-class commercial districts, reinforcing its position as a global retail and business hub.
