The platform integrates multiple service channels, including the 12345 hotline and "Shen iQi," ensuring unified processing and efficient handling of business-related inquiries. In 2024, it processed 2.57 million enterprise requests, receiving nearly 6,000 positive feedback messages from businesses.
Efficiency is at the core of this initiative. Shenzhen has built a dynamic knowledge management system with over 42,000 entries, significantly accelerating response times. Of the total business-related requests, 87%—or 2.23 million cases—were resolved instantly through AI-powered or human-assisted services. For those requiring further action, the average processing time has been reduced to just 3.34 working days.
A key factor in this efficiency is the city's "Three Lists, Two Mechanisms" framework, which dynamically updates responsibilities across departments, increasing the platform’s successful task assignment rate to 98%. For complex or unclear cases, Shenzhen has implemented a structured resolution mechanism to ensure that every business request is properly addressed.
Beyond speed, Shenzhen emphasizes service quality. A full-cycle management system ensures thorough handling, including acceptance, processing, review, and follow-up. Businesses can rate services, and any dissatisfaction triggers an automatic re-evaluation process. In 2024, 98.18% of the 165,000 self-initiated ratings were positive, demonstrating the platform’s effectiveness in meeting business expectations.
Leveraging AI and advanced technologies, Shenzhen continues to refine its service model. Intelligent customer support now assists 20,000 users daily, while a comprehensive knowledge graph enables instant policy consultations. Seven smart applications further streamline procedures, reducing the need for in-person visits.
With a focus on fostering a business-friendly environment, Shenzhen is evolving its government services into an integrated, AI-driven platform. By shifting from passive to proactive service delivery, the city aims to provide businesses and entrepreneurs with more efficient, precise, and responsive support, driving high-quality economic growth.
